Change Set services

The following services are used to manipulate Change Sets and their members:

ChangeSetManagementService provides methods for persisting Change Set objects (add, get, remove, update).
ChangeSetService provides methods for adding objects to and removing objects from Change Sets.
ChangeSetPolicy controls various aspects of overall Change Set behavior.
